The 485 series was introduced in 1968 as a limited express train compatible with three power sources, DC and AC 50/60Hz, based on the previously introduced 481 and 483 series. It was manufactured for a long period until 1979 and was active in electrified sections nationwide as a representative limited express train of JNR.

The 489 series was introduced in 1971 as a train based on the 485 series, with measures for passing between Yokokawa and Karuizawa on the Shinetsu Main Line.
